Downtown business alliances are signing shared solar agreements that allocate generation credits across multiple tenants. The model lets smaller shops access rate smoothing without installing individual systems.

Program managers said enrollment rose after utilities simplified billing statements to show credit application line by line. Clearer invoices reduced disputes during the first two billing cycles.

Financing remains a hurdle for businesses with irregular seasonal cash flow. Some cities are exploring reserve-backed payment plans to prevent attrition during low-revenue months.

Economists tracking the pilots said the strongest value is predictability. Even modest savings can improve hiring and inventory decisions when monthly utility swings narrow.
